First, let me say, if questions such as this keep you up at night, you might want to get yourself some counseling. :-) Personally, I would clean first then cut since cutting may not get all of the dirt and you'll end up having to clean them anyway. You don't want to end up cutting into your quicks trying to get to all of the dirt.
